One simplified character can stand for several traditional ones: 发 is 發 in 发现 and 髮 in 头发. Whole phrases are looked up first, so each gets its own.
用户、方便面 comes out as 用戶、方便麵 for Taiwan and 用户、方便麪 for Hong Kong. With Taiwan words it is 使用者、泡麵: the words change, not only the characters.
The dictionaries load on the first conversion. Converting to traditional needs about 1 MB, to simplified about 70 KB.
